When Dubai can fit
Dubai offers mainland licensing through its economic authority and more than 20 specialised free zones. The official setup guide says the choice depends on the activity, legal structure, operating location, office arrangement and any additional approvals.
Dubai can fit when customers, suppliers, staff or a sector cluster are there. Compare the complete operating plan rather than only the licence line.
When Abu Dhabi can fit
Abu Dhabi publishes a setup journey covering activity, legal form, trade name, initial approval, agreements, location, additional approvals and the final licence.
It also publishes several economic licence types, including standard, freelancer, virtual and selected remote routes. Availability depends on the activity and applicant conditions.
