Do you need an office for a UAE business licence?
An office is not one rule across the UAE. The answer depends on the emirate, the licence, the activity and the authority that approves it. Confirm the licensing route before committing to rent.
Mainland premises depend on the route
Dubai asks founders to finalise a physical or virtual office arrangement as part of licensing. Abu Dhabi lists a business location and tenancy contract in its standard setup journey, while also offering licence routes for some remote activities that do not need physical premises.
The authority and the activity decide which route is available. A consultant, a shop and a clinic do not have the same premises requirements.
Free zones offer flexible choices
Dubai free zones are managed by separate authorities. The official Dubai guide says many provide flexible office facilities, and that costs vary with office space, visa needs, activity and the chosen zone.
A flexible desk can reduce the first commitment, but it is still part of a specific licence package. Confirm what address, access, visa allowance and operating rights the package includes.
Online and home routes are specific licences
Abu Dhabi publishes remote licence options for selected activities. Sharjah lists electronic trading and home based routes alongside licences that use physical premises.
These routes do not mean every activity can run from home. Check the activity list, ownership conditions and approval requirements on the issuing authority website.

- The exact licensed activity and legal form.
- Whether the authority accepts a virtual office, flexible desk, shared office or home address.
- Whether another regulator requires a particular type of premises.
- How the premises affect visas and future hiring.
- The full first year cost and the renewal cost.
